IAGR Taps Former UAE Regulator Head Kevin Mullally as CEO

The International Association of Gaming Regulators (IAGR) announced that it has added the experienced Kevin Mullally to its team, naming him as the organization’s first-ever chief executive officer. In this position, the appointee will support the association’s continued global growth.

Mullally to Execute the Board of Trustees’ Strategy

In its official announcement, the IAGR emphasized that the appointment of a CEO aligns with its ongoing expansion and ambition to foster healthy cooperation between regulators across the world. As CEO, Mullally will strengthen the association’s executive capacity while maintaining its member-led governance structure, the IAGR elaborated.

For context, the strategic direction of the association is set by its Board of Trustees. Board members unanimously welcomed Mullally to the team, praising his impressive track record in gaming regulation.

Mullally is no stranger to the gaming industry and its regulatory landscape. Before joining the IAGR, he spent some time as CEO of the GCGRA, the UAE’s new gaming authority. Before that, he spent some 17 years at Gaming Laboratories International. Earlier still, he spent over 12 years at the Missouri Gaming Commission. He is also the founder of The Mullally Group, a consultancy focused on regulation.

As CEO of the IAGR, Mullally will be tasked with executing the Board of Trustees’ strategy, promoting cooperation across association members, and championing knowledge-sharing between regulatory bodies.

His main objective will be to cement the IAGR as a “global convener,” especially in high-growth markets.

IAGR’s president, Ben Haden, was thrilled to welcome Mullally on board, praising the appointee’s profound regulatory knowledge.

Mullally commented on his appointment, saying that he is happy to join this member-led association and encourage international cooperation between gaming authorities. He highlighted the upcoming IAGR2026 Annual Conference in Lima as a prime opportunity for his organization to teach regulators the value of collaboration.

Mullally explained: “Lima will provide a powerful forum for regulators to engage on shared challenges, particularly as markets across Latin America expand in both scale and complexity.”
